You might look at games such as Infinity and Rezolution. Rezolution has some great looking dudes in heavy armor called peacekeeprs.

None of them are prepainted, but they are pretty simple and could be quickly painted with a simple drybrushing and a wash.

Made my first D&D 4th Ed character this weekend. It was the first time I have felt excited about making a D&D character. I just felt like my character was finally cool for once and what I wanted to make, and that I could make the type of character I wanted.
